If you’re using weather specific counters that are at the 5,000 Stardust level, 3-4 Trainers will be required.
Shiny:
Terrakion will be available in Tier 5 raids from 4pm EST on May 19th through 4pm EST on May 26th.
On May 20th, Niantic will be running a special raid hour from 6pm – 7pm, where Terrakion will be available at even more gyms than usual.
